The United States Government is sponsoring a study of juvenile delinquency in Tel Aviv in the hope of finding answers to some of its own juvenile delinquency problems, Dr. Ellen Winston, U. S. Commissioner of Welfare, made known today.
Dr. Winston revealed to the Greater Washington Hadassah Chapter in an address that counterpart funds are being used for the project. It involves use of social welfare personnel to work with street gangs “to learn more about them and to find improved methods of directing their activities into socially useful channels.”
A preliminary report, she said, revealed extraordinary similarities between the street gangs of Tel Aviv and those of New York, Philadelphia, and other American cities. From the Israelis’ appearance and the terms they use, said Dr. Winston, “you would think they were boys from our own city slum areas.” She added that their intense absorption in anti-social behavior is also similar.
