The United States has started talks with Israel on the resumption of some $20 million in economic aid, it was announced this week-end by the State Department. The talks, which opened here and in Tel Aviv last Monday, were described as preliminary.
It is assumed that the return of U.S. technicians will await the outcome of the talks. The question of resumption of U.S. tourism to Israel is outside of the framework of the aid talks. Passports for Israel are still denied except in special cases.
(Despite the State Department announcement that United States-Israel talks for resumption of U.S. aid have been opened, it is understood in Jerusalem that no progress has been made. Israeli circles suspect the State Department of stalling, but are not clear on the reasons for it.)
