Under a plan being outlined by American diplomats to Syria. the United States would permit Syria to buy arms from the United States Government subject to the usual restrictions as to timing and amount. The United States now has similar reimbursable agreements with Israel, Egypt, Lebanon, and Saudi Arabia.
American arms sales to those Near Eastern governments qualified under the reimbursable program are governed by the spirit of the Tripartite Declaration of 1950, according to State Department sources. Under the 1950 declaration the United States undertook, in cooperation with Britain and France, to maintain a balance of power between the Arab states and Israel to prevent a renewal of warfare.
