Spokesmen for both the White House and the State Department said today that the question of Israeli retention of territory formerly occupied by the Arabs was too “delicate” to discuss. Conscious that the Communist world was pressuring Israel to withdraw, the tendency appeared to be a referral of the problem to the United Nations.
White House spokesman George Christian said peace negotiations at the United Nations were “delicate in nature” and it would not be “proper” to talk about prospects. The United States still adhered to President Johnson’s May 23 statement of territorial integrity, he said. State Department Spokesman Carl Bartch said the Israeli position on territorial changes was “a very delicate matter” and he declined to discuss it.
