Under instructions from Secretary of State Cordell Hull, United States Ambassador Hugh R. Wilson in Berlin today presented the German Foreign Office with notes stating that the American Legation in Vienna is to be closed and replaced by a Consulate General as “a practical measure,” and advising that Washington expects the Reich to pay Austrian debts.

Diplomats in Vienna will be changed to consular status, as follows: John C. Wiley, formerly Charge d’Affaires, becomes Consul-General; John Morgan and John H. Lord, Consuls; G. Frederick Reinhardt and Thomas R. Flack, Vice-Consuls.
