President Roosevelt today took a further step in the direction of securing punishment for those responsible for massacres of innocent civilians in Nazi-held countries by nominating Herbert C. Pell, former U.S. Minister to Hungary and Portugal, as American representative on the United Nations Commission to investigate war crimes.
At the same time it was learned here today that Soviet Russia has joined the commission which will develop its own programs and policies and coordinate the evidence which member government have long been collecting.
In announcing the naming of Mr. Pell to the Commission, Stephen Early, the President’s secretary, today read the following extract from Pell’s letter of appointment; “It is to be hoped that the Commission, which will have its headquarters in London, will be able to take concrete steps looking to the punishment of agents of the Axis powers who have perpetrated atrocious crimes against innocent victims.” The Commission is expected to meet soon.
