U.S. Secretary of State Madeleine Albright told members of Congress that the Clinton administration would not make public an American plan to break the deadlock in Israeli-Palestinian negotiations. Her assurances came after some lawmakers said such a move would put undue pressure on Israeli Prime Minister Benjamin Netanyahu. Meanwhile, Israeli media are reporting that U.S. Middle East envoy Dennis Ross would return to Israel later this week. But neither Netanyahu’s office nor the U.S. State Department would confirm the reports.
