State Department spokesman Robert McCloskey said today that the United States and Israel will carry on talks through diplomatic channels on Israel’s interest in obtaining American arms. He declined to say if Israel has registered a formal request. According to Mr. McCloskey, conclusions have not yet been reached.
If a time came when the United States decided that U.S. tanks were essential for maintenance of a balance, the United States probably would make the sale, it was indicated. Meanwhile, the United States wishes to avoid any action that might give offense to the Arabs.
