A spokesman for the American delegation to the United Nations today told newsmen here that the opinion that the United States had switched its policy on Jerusalem in favor of supporting the U.N. General Assembly resolution to place Jerusalem under international trusteeship is unwarranted.
This opinion became current following a statement issued by the State Department in Washington yesterday announcing that the United States would “participate constructively when the Trusteeship Council undertakes the task concerning Jerusalem given it by the Assembly.”
The U.S. spokesman today explained that the statement issued yesterday in Washington merely meant that the United States would not actively engage in obstructionism in the Council because it is convinced that whatever action is taken, the Assembly decision to internationalize Jerusalem is impracticable and cannot be implemented.
The spokesman also denied that the American Government had promised support of the so-called Garreau substitute plan–which is a more limited version of the original U.N. internationalization decision. The Trusteeship Council is starting its deliberations on the Jerusalem issue on Thursday in Geneva.
