The Commissariats of trade, labor and railway, as well as the central cooperative of the Ukraine, have been officially reprimanded by the Ukrainian government for not assisting the Jews of the small towns as instructed by the Sovnarkom. A special government investigating commission established that in a number of townships the Jews were not only not helped but were ruined by high taxes collected unjustly.
The Commission also established that no fund was organized to cooperate with the impoverished Jews, despite instructions from the Sovnarkom to create such a fund. It was also found that nothing had been done to place Jewish youth in heavy industries and railways, and nothing accomplished toward teaching the kustars qualified professions.
In Luganks the commission found 144 Jewish young men working instead of the 2,000 assigned by the Sovnarkom. In reprimanding the said commissariats and naming the guilty officials, the Central Ukrainian government repeats its decision to seriously conduct relief work for the Jews in the small towns by getting the needy Jews into productive work.
