Ukraine’s president said that a missile fired during military exercises was the most likely cause of an explosion that brought down a Sibir Airlines jet in the Black Sea, killing 78 people, including 66 Israelis. President Leonid Kuchma had earlier denied a claim by U.S. intelligence officials that a Ukrainian missile accidentally hit the jet on Oct. 4.
