Israel will address the Security Council Thursday when the debate on the situation in the West Bank and Hebron, requested by Egypt two weeks ago, is resumed. The Council adjourned after meeting briefly last night. The Palestine Liberation Organization was given the right to participate in the debate over the opposition of the United States. The decision on PLO participation is not a subject for a veto since it is a procedural, matter. In his address last night, the PLO’s permanent observer at the UN, Zehadi Labib Terzi, accused Israel of violating the human rights of the Arabs in the West Bank.
