The United Nations’ Middle East envoy, Ambassador Gunnar Jarring, went to Amman today and is expected here tomorrow or Tuesday for a sixth round of talks with Foreign Minister Eban. There was no confirmation here of reports from Amman and Cairo that Ambassador Jarring was taking specific proposals to the Arab capitals for starting peace talks. The reports said that such proposals were based on conditions other than those officially announced as acceptable to Israel. Israel’s position on peace talks has been for direct meetings with the Arab states to settle the matter of boundaries, freedom of shipping and other issues before there can be any withdrawal of Israeli forces from occupied territories.
