The Security Council’s Middle East debate, tentatively scheduled to resume July 16, may be postponed until next month, sources here said today. A UN spokesman said that Ambassador Gunnar V. Jarring, the Secretary General’s special emissary to the Middle East, was due to return to New York in a few days, but only if the debate is resumed.
Secretary General Kurt Waldheim will return here tonight from the European Security Conference in Helsinki. The debate, originally called for by Egypt, was adjourned June 14 on the eve of the Nixon-Brezhnev summit meeting. Observers here indicated that it was largely up to Egypt the initiator, to say when the debate will be resumed.
The Egyptian Foreign Minister, Mohammed H. el-Zayyat, is visiting Yugoslavia and Austria this week. He will be in Vienna from July 12-15. It was not known when he will be at the UN. Another absentee is Ambassador Joseph-Odero Jowi of Kenya, who is in Geneva. Kenya is a non-permanent member of the Security Council. Although there is no rule that all members must be present for a debate, UN sources said it was preferable if they were.
