A new international convention for the protection of refugees and stateless persons is expected to be signed at a three-week U.N. conference of plenipotentiaries opening on July 2nd in Geneva. So far, 13 governments have communicated their intention of participating in the conference. A total of 81 government have been invited.
The conferees will have a 40-article draft convention on which to take final action. This draft, the two-year work of the U.N. Economic and Social Council, seeks in general to give refugees the same rights as the nationals of signatory states, and in no case less than the rights and privileges accorded foreigners generally.
