For the first time in the 17 years of its existence, the United Nations Relief and Works Agency for Palestine Refugees has consulted Israel before submitting its annual report to the United Nations General Assembly.
Laurence Michelmore, UNRWA Commissioner-General, conferred here yesterday with Michael S. Comay, special political advisor to the Israel Foreign Ministry, on the general outlines of his report. It has been UNRWA practice in the past to consult the Arab “host” countries, but never Israel. This year, the report, it is understood, will include Israel as one of the “host” countries harboring Arab refugees.
Before departing for New York, Mr. Michelmore visited the UNRWA camps in the Gaza Strip and camps for the 1948 refugees in the west bank area now under Israeli jurisdiction.
(Secretary-General U Thant will make public tomorrow his 35-page report on the status of Jerusalem, embodying the report of his special envoy, Ernesto A. Thalmann. A U.N. spokesman said the report would include Israel’s reply to the General Assembly resolution on Jerusalem.)
