The Conference of Presidents of Major American Jewish Organizations today urged Bulgarian President Todor Zhivkov to commute the death sentence of Dr. Heinrich Spetter, a Jewish economist charged with espionage. In a cable sent to Zhivkov, Rabbi Israel Miller, Presidents Conference chairman, said: “We appeal for the commutation of the death sentence imposed upon Dr. Heinrich Spetter on humanitarian grounds. We appeal for clemency on his behalf. We join other organizations and individuals throughout the world in the fervent hope that you will commute the sentence on the forthcoming Day of Freedom to be celebrated on Sept. 9.”
