The presence in this country of Israeli Under-Secretary for Foreign Affairs Moises Toff was hailed today by the Uruguayan press. Toff has already conferred with the American Ambassador to Uruguay, Foreign Minister L. Castel1anos and several other leading diplomatic figures. He expects to meet with several high dignitaries tomorrow.
