The use of German reparations for the purpose of financing the work of the International Refugee Organization to be established by the United Nations as the successor of UNRRA was urged today at the U.N. Economic and Social Council which entered its third day of discussions of the problem of refugees and displaced persons.
The suggestion was made by Dr. Jan Papanek, Czechoslovakian representative, and Fausto Soto of Chile. The latter recommended that an international loan be raised against the reparations. George Warren, U.S. representative, urged the establishment of the International Refugee Organization as speedily as possible.
