USSR Seen Avoiding Backing for Nasser’s Involvement in Nuclear War

The new Soviet commitment to provide Egypt with additional Soviet weapons, announced in a joint communique in Moscow at the close of Egyptian President Nasser’s state visit, apparently avoided any Russian promise to provide Nasser with non-conventional weapons, Israeli experts indicated here today.

The preliminary study of the communique also stressed the clause mentioning the need to prevent nuclear proliferation, and indicated the belief that, under the new arrangement, Nasser will not get Soviet ground-to-ground missiles capable of delivering nuclear warheads.

Political sources here also noted that, while the communique expressed general Soviet support of Nasser’s hostility toward Israel, it did not mention the Israel-Arab diversion dispute over Jordan River waters.
