Voluntary social agencies can help implement the Refugee Relief Act of 1953, Frank L. Auerbach, Special Assistant to the Director of the State Department Visa Office, said today in an address before the National Council on Naturalization and Citizenship. Mr. Auerbach said that administrative difficulties have prevented the act from functioning smoothly, but indicated that these problems were being remedied.

The present immigration law was termed here a piece of “legislative madness” by Dr. Walter W. Van Kirk, leader of the National Council of the Churches of Christ in the United States, addressing the 81st annual forum of the National Conference of Social Work.
