They all disagreed with the contention of Senators Nye and Copeland and of those who appeared in opposition to the bill. Those voting for it maintained that the bill was entirely harmless, merely giving such previously legally admitted aliens who wish to do so an opportunity to obtain certificates of legal entry into the United States by applying. Therefore Senator Blease, in his report on the bill to the Senate, objected to calling such application “registration.”
