Rep. Frances E. Walter. co-author of the McCarran-Walter Immigration Act, introduced a bill today to protect the national origins principle of that law from an effort by 28 of his Democratic colleagues to abolish the principle.
He acted eight days after his House colleagues, led by Rep. Emanuel Celler proposed legislation to fix admission quotas on the basis of such considerations as occupation, family unification and refugee needs without regard to national origins.
Rep. Walter’s bill would cancel “mortgages” on the quotas of 12 countries under the 1948 Displaced Persons Act. The admission of 300, 000 refugees under that act was charged against future quotas.
