Giving charity through the medium of efficient agencies has lost its glamor, especially when government can do it so much better and on an infinitely vaster scale. Much more direct satisfactions are demanded by the taxpayer, and the more it is possible to provide satisfactions of that kind the greater will be the number of taxpayers.”
Emphasizing that the great need of Jewry today is organization of community life so as it assures all members of the community “the fullest measure of self-realization and self-fulfillment,” Dr. Kaplan declared that the achievement of this goal must be put up to Federation.
