Weizmann Urges Zionist General Council to Ratify Agency Agreement

Absent for the first time from the meeting of the Zionist General Council since he assumed the office of president of the World Zionist Organization, Dr. Chaim Weizmann addressed a communication to the Zionist legislative body in session here, urging it to ratify his recent agreement with the Marshall group concerning the extension of the Jewish Agency.

The communication, which is an impressive document, was read at the Friday session of the General Council. In it, the Zionist leader describes the present situation of the Zionist movement, explains the reasons which prompted him to embark upon the extension policy and reiterates his implicit faith in the high motives and good intentions as well as in the Palestine work of the Marshall-Warburg group. He expresses the hope that the Zionist General Council will ratify the agreement.

Though no session was held on Saturday, in deference to the Sabbath, an informal meeting of the members of the Actions Committee took place. The question of the Agency was thoroughly discussed again. The debate centered particularly around the draft

of a constitution for the Jewish Agency and certain paragraphs of the draft gave rise to a protracted discussion.

Richard Lichtheim, Farbstein, Soleveitchik, Reich and Gruenbaum were among those who participated in the discussion.

At this meeting. Kurt Blumenfeld, leader of the German Zionists, introduced a resolution to the effect that the Zionist Executive be authorized to convene, after the Congress, a conference to constitute the extended Jewish Agency, provided that the Congress will have sanctioned the agreement. The resolution will be taken to a vote this week.

At its Friday session, the Zionist General Council decided to send wishes of speedy recovery to Dr. Weizmann and to Louis Lipsky.

Colonel Kisch reported on the understanding reached between Dr. Weizmann and Mr. Warburg during their stay in Jerusalem. The main questions have found a satisfactory solution in a friendly spirit, he reported.

Felix Rosenbleuth submitted for discussion a draft for the constitution of the Jewish Agency. Isaac Gruenbaum criticized some of the provisions of the draft without reiterating his opposition to the extension of the Jewish Agency. Dr. Leo Motzkin, who was in the chair, asked the members of the General Council to pardon the failure of the praesidium to convene the meeting in Jerusalem as it was directed in a resolution adopted at a previous session. The chairman also eulogized the late Dr. Jacob Cohen-Bernstein. Bessarabian Zionist leader, who died recently in Russia.

It is expected that the General Council will conclude its sessions by Tuesday or Wednesday.
