Weizmann Will Deal with Terrorism and Arab-jewish Relations at Opening of Congress

The problem of terrorism in Palestine will be dealt with at great length by Dr. Chaim Weizmann, president of the World Zionist Organization, in his address to the first session of the 22nd World Zionist Congress which will open here on Monday, it was learned today. The leader of the World Zionist movement will warn that the activities of the small extremist groups in Palestine are a challenge to Zionist authority.

Dr. Weizmann will also discuss Arab-Jewish relations. He will indicate more definitely than ever before his attitude on relations between the Jews of Palestine and the peoples of the Middle East.

A spokesman for the world Zionist executive today said that the Revisionist delegates will be admitted to the Congress only if the New Zionist Organization with which they are affiliated is dissolved prior to the opening of the Congress. This is in accordance with the existing regulations that no delegate can be a member of a Zionist group which is outside of the World Zionist Organization, the spokesman explained.

PLANS FOR COMPOSITION OF JEWISH AGENCY EXECUTIVE OFFERED IN BASLE

Meanwhile, the leaders of the various Zionist groups have begun bargaining among themselves over the composition of the Jewish Agency executive, which will be set up following the election by the Congress of a world Zionist executive. The leaders of the General Zionists offered a proposal under which there would be no president of the Jewish Agency in the future, but a du-umvirate composed of a representative of the General Zionists and of the Laborites.

This proposal was considered today by the Laborite delegation which, after many hours of discussion, offered a counter-proposal suggesting the following compromise:

Dr. Weizmann is to become honorary president, while the executive is to be divided into three sections, each electing its own president. One section of the executive would have its headquarters in Washington, the second in Jerusalem and the third in London. It is suggested that Dr. Abba Hillel Silver become the head of the American section of the executive; David Ben Gurion be the head of the Jerusalem section, and Moshe Shertok president of the London section.

The Laborite counter-proposal was unfavorably received by the General Zionist leaders since they consider that this would give Dr. Weizmann an opportunity to remain the actual head of the Jewish Agency and also, because the Laborites would under this plan retain two-thirds of the leadership in the executive. The Mizrachi leaders also opposed this proposal, since it would leave them completely out of the leadership.
