Dr. Gustav Heinemann, West Germany Minister of Justice, will visit Israel on Nov. 11 at the invitation of the Israeli Government. He will confer with Israeli leaders on the question of the statute of limitations on the prosecution of Nazi war criminals. Dr. Heinemann has advocated the abolition of the statute of limitations which is scheduled to go into effect Dec. 31. 1969.
The trial opened in Munich today of Hugo Raschendorfer, a former security policeman accused of participating in the mass murder of Polish Jews between 1939 and 1943.
