George Rublee, who was elected in London today as director of the refugee-aid bureau; will sail for London on the queen mary on Aug. 10, It was announced here. Mr. Rublee, who is now in Windsor, Vermont, will confer next Monday in New York with James G. McDonald, chairman of President Roosevelt’s Advisory Committee on Political Refugees.
