An urgent plea for an international agreement to aid the heirs of millions of persons who disappeared during World War II has been presented to the United Nations by the World Jewish Congress.

The organization’s memorandum discloses that the surviving relatives of millions of so-called missing persons cannot recover property and assets to which they are heirs because there is at present no means of obtaining legal death certificates. The memorandum emphasizes this problem cannot be met on the basis of legislation in individual countries and that the only way it can be met is by joint international action, such as has been proposed by the draft convention on missing persons prepared by a committee of experts and transmitted to the U.N. General Assembly.
