Yasser Arafat’s Fatah movement ended a reform debate with a call for a cease-fire with Israel. Some officials had wanted Fatah to discuss dismantling its Al-Aksa Brigade terrorist group, but Arafat’s security adviser told reporters that the issue never reached the agenda in the four-day meeting in Ramallah, which ended Saturday.
