A call to all Zionist Organization of America regions and districts to appoint community-wide action committees charged with carrying out the program of “democratizing the American Jewish community” was issued by the National Z.O.A. Community Organization Committee over the signature of its chairman, Dr. Joseph Tenenbaum.

The program provides for Z.O.A. constituencies, local and statewide, to secure adequate representation in all educational, cultural and welfare institutions as well as on the community relations committees or councils. It undertakes through the Z.O.A. and its national offices and local districts and regions to provide maximum educational, cultural and public relations services to the communities.

The Z.O.A. regions and districts are also called upon to exert their maximum efforts and influence not only in the raising of the community funds but also in the fund allocation committees to secure fair, impartial re-distribution of funds according to an objective scale of communal and national priorities, including the urgent Z.O.A. projects.
