Instructions demanding that summary measures to reinstate the lishentzy or rightless people be submitted to the Central Executive Committee by the regional and central authorities not later than May 10 are contained in instructions issued by the Central Executive Committee today over the signature of Michael Kalinin, president of the Soviet Union. This means that the decree to reinstate the lishentzy is to be pushed as fast as possible.
