The ruling Fatah Party recommended that PA President Mahmoud Abbas re-form the government using representatives of the PLO, of which Fatah makes up the highest percentage.
The P.A. has refused the transfer of the tax revenues because Israel wanted to deduct some of the money to cover the Palestinians’ debts for utilities and hospital bills.
