Zionist Congress Opens with Sokolow in Chair

The validity of the credentials of the American delegation to the Fifteenth Zionist Congress here was confirmed by a decision of the Zionist Congress Court.

The credentials of the American delegates were protested by opposition leaders on the ground that no election of delegates took place in the United States. The Court however, found that the Election Committee complied with the regulations of the statute government the election of delegates to Zionist congresses, and because of the fact that there was unanimity of opinion between the various groups, no formal election was necessary.

A generous decision with regard to the status of the opposition groups at the Congress was taken at to-day’s meeting of the Zionist Actions Committee. According to the statutes of the Congress, only groups which have at least fifteen members are entitled to the privileges of a “fraction,” and thus justified to have representation in the praesidium and also to delegate its spokesmen to participate in the so-called general debate. Considering the numerical weakness at the present Congress of the Zionist Revisionists and Radical Zionists, the Actions Committee decided to recognize them, notwithstanding the fact that they fall short of the prescribed number as fractions. Both groups will be given representation in the praesidium of the Congress.
