Steps toward the establishment of headquarters for the Council on Jewish Rights, the creation of which was decided upon at the conference on Jewish Rights held last month in Zurich, were taken on the arrival here of Bernard G. Richards, Executive Secretary of the American Jewish Congress. Mr. Richards will sail for New York on October 7.
