Arthur Samuel. Minister of Overseas Trade, was appointed financial secretary of the treasury. Mr. Samuel succeeds MacNeill who was appointed to fill Lord Cecil’s post.
Mr. Samuel now becomes Churchill’s first lieutenant and this new position is invariably regarded as a stepping stone to the cabinet.
The London press comments favorably on the appointment, all praising Samuel’s ability and referring to his being of an old Jewish family, in which he takes pride. The family dates back to the time of Cromwell’s readmission of the Jews to England.
