The draft Ordinance for Communication of There was published in the Official Gazene of October 10. The essential point of the Ordinance is contained in Article 3 which reads:
“The High Commissioner may, by Order published in the Official Gazerte, declare that, in lieu of the ? payable by cultivators under the law in force relating to the payment of tithe at the date on which this Ordinance becomes operative in vir? of such Order, there shall be payable annually by the reputed owners of lands witting the boundaries of the village or villages prescribed in such Order a fixed amount in money (here?ter called ‘commuted tithe’ which shall be assessed and paid in accordance with the provisions of this Ordinance.”
The Ordinance further lays down that after the above Orde has been made, the District Commissioner shall constitute an “Assessment Committee” for every village affected by the Order.” Revising Committees for learning objections to as sessment lists will also be constituted.
