An explanation of why Sholom Schwartzbard, slayer of Semion Petlura, was refused permission to enter Palestine was intimated by the Immigration Department of the Palestine government.

According to the department, the refusal was due simply to the fact that the applicant did not comply with the regulations issued by the government with regard to immigrants and visitors.

Schwartzbard could enter Palestine either as a man of means or as a skilled worker whose services were required by an employer in Palestine. Having failed to prove either, his application was rejected.
