A warning to Russian emigrants not to lay false hopes of improving their position by emigrating to Mexico, Cuba or Uruguay was issued by the Russian branch of the Ica; Jewish Colonization Association.
The statement points to the difficulties of earning a livelihood encountered by immigrants in those countries and of the impossibility of their securing a visa to proceed from those countries either to the United States or Argentine.
