New possibilities for thousands of Jewish youths who desire to qualify as artisans are to be created, according to a decision of an All-Soviet Commission preparing plans for work during the next five years.

According to the decision, 800,000 artisans must be prepared by 1933 within the Soviet government. The training of the artisans is to be effected in short-term courses and by the establishment of special technical workshops.
