Senate to Fight out National Origins Issue

Senator Nye of North Dakota, who is leading the fight for the repeal of the national origins plan, indicated that very shortly he will make a motion to vote on consideration of the bill for repeal. The parliamentary status of the matter renders this motion undebatable, hence it will constitute a test vote on the ultimate decision of the Senate regarding the bill itself. The last time the bill came up, the question of its consideration was debatable, and Senator Reed and other defenders of the national origins plan filibustered until the time for debate expired. Senator Nye stated that accordnig to a straw vote, the outlook in very good for a majority vote in favor of consideration of the bill. However, even should the motion be adopted, it is likely that the bill will not be taken up until after at least two of the pending major bills of the special session are disposed of.

Meanwhile, Senator Reed of Pennsylvania, the father of the national origins legislation, has issued a statement proclaiming that his fight to retain the national origins clause will be maintained to the bitter end. In his statement Senator Reed declared:

“The national origins basis for immigration quotas is a fundamental issue and to compromise with that issue would invite destruction.”
