Agency Council Issues Call to World Jewry, Announcing Unity on Rebuilding of Palestine

A call to the Jews of the world to lend financial support to the united Jewish effort for the rebuilding in Palestine of a Jewish National Home, irrespective of their group or party affiliation, and an expression of hope that Great Britain, as the Mandatory Power for Palestine, will cooperate effectively with the enlarged Jewish Agency, were contained in a resolution adopted unanimously at today’s session of the Jewish Agency Council.

The assembly of Zionsts and non-Zionists combined unanimously approved the following resolution, which was submitted in behalf of the constitution committee by James X. Rosenberg. New York lawyer, who was named one of the twelve vice-presidents of the Agency Council session. The resolution reads:

REJOICE ISRAEL IS UNITED FOR PALESTINE, SACRED CAUSE

“I. Whereas the government of Great Britain, by the Balfour Declaration, has pledged to use its best endeavors to facilitate the establishment of a National Home for the Jewish people in Palestine;

“Whereas, the Declaration has been approved by the League of Nations, which designated Great Britain as the Mandatory Power and by the Congress of the United States of America;

“Whereas, the Palestine Mandate created the Jewish Agency as a public body to cooperate with the Mandatory Power in all matters concerning the establishment of the Jewish National Home;

“Whereas the Mandatory Power has approved the enlargement of the Jewish Agency to include and represent all Jews, Zionists as well as non-Zionists;

“Whereas, the Zionist Organization and the non-Zionists have now joined in forming the enlarged Jewish Agency, the Council of the Jewish Agency at its first session unanimously resolves.

“1. That it rejoices that all Israel is united for the upbuilding of the Jewish National Home in Palestine and calls upon every Jew throughout the world to rally to the sacred cause.

2. The Council of the Jewish Agency expresses its appreciation to Great Britain for the issuance of the Balfour Declaration and confidently hopes that the Mandatory will cooperate with the enlarged Agency in fully realizing the great aim set by the Declaration and the Mandate.

ASK EFFECTIVE COOPERATION OF MANDATORY POWER

“With that end in view the Council of the Jewish Agency for Palestine asks that the acknowledged status of the Agency be effectively realized and measures be adopted by the Mandatory to foster the growth of the Jewish National Home, while guarding the just rights and promoting the welfare of all the inhabitants of Palestine.

“II. The Council of the Jewish Agency instructs its Administrative Committee and Executive to urge upon the Mandatory the strong feeling existing among Jews throughout the entire world regarding the events at the Western Wall on the last Day of Atonement and since, so that it takes measures to prevent recurrence and leading to a final solution of the problem.

ADDRESS SOLEMN APPEAL FOR UNIVERSAL SUPPORT OF PALESTINE FUND

“III. The Council of the Jewish Agency, recognizing the vital importance of the Keren Hayesod (Palestine Foundation Fund). made it the main financial instrument of the Jewish Agency.

“The Joint Palestine Survey Commission declared that the future satisfactory development of the National Home depends primarily on the adequ-

ate funds available. A marked increase in the income of the Keren Hayesod is indispensable if the present achievements are to be maintained and consolidated and the new work undertaken.

“The Council of the Jewish Agency addresses a solemn appeal to all Jews to look upon contributions to the Keren Hayesod as a sacred duty, expecting all Jews, and especially those united in the Agency, to use their best endeavors to effectively strengthen their central fund and thus ensure the success of the great work in Eretz Israel.

CONGRESS RESOLUTIONS REFERRED FOR CONSIDERATION, OTHER GROUPS TO BE INVITED

“IV. The Council of the Jewish Agency takes note of the resolutions adopted by the Sixteenth Biennial Zionist Congress and refers them for careful consideration to the Administrative Committee and the Executive.

“V. The Administrative Committee and the Executive shall take all necessary measures so that all groups in Jewry not yet affiliated with the Agency be enabled to join.

PAY HOMAGE TO LORD BALFOUR

“VI. The Jews of the entire world, Zionists and non-Zionists, now united in the Agency for common service to the cause of upbuilding the Jewish National Home, present their homage to Lord Balfour, the author of the historic Declaration which forms the basis for their work. The friendship he has invariably shown to the Jewish people will be forever remembered by every Jew.

GRATITUDE TO BARON EDMUND, AGENCY’S HONORARY PRESIDENT

“VII. This, the first session of the Council of the Jewish Agency, expresses to Baron Edmund de Rothschild, its respectful and affectionate gratitude for what he has accomplished in Eretz Israel and pledges itself to follow the example he set. The Council hopes that for many years he will, as the Honorary President of the Jewish Agency, inspire its labors.”

The next session of the Council, Mr. Marshall announced, will be held at three o’clock Wednesday afternoon, to consider the constitution of the Jewish Agency. The constitution committee was at work through most of last night.
