Arthur Henderson, British foreign secretary, replying to Howard Bury, said he has not received any further communications from the French ambassador regarding the Dead Sea concession, nor has an agreement been reached with the French government. Henderson was also unable to say whether the question would be referred to the Hague.

Howard Bury further inquired as to whether this meant that in view of ratification of the optional clause, the matter will have to come before the international court of appeal. Henderson, however, had nothing to add to his previous answer. He did ask for notice on Major Nathan’s question, “how is it that the French government is interested in this matter?”
