Discussing the Jewish Communities Ordinance of Roumania, the Bukovinar “Volkszeitung” says:

“In a recent issue we also had a report from the ‘Lupta’ over the manner in which the regulations governing the Jewish communities ordinance are being worked out. Eight Jewish communities throughout the country were asked for their opinion. Eight communities out of so many hundreds! And these regulations are to be the foundation for the workings of the Jewish communities ordinance! How can there be reports about ‘unity’ with regard to the Jewish Communities Ordinance in Roumania, when the regulations governing its execution are being carried out without the consent of the Jewish communities?”
