The reorganization of the Palestine police force will proceed along proportional lines and the Jews are now adequately represented, Inspector-General Dowbiggin in charge of the reorganization, is quoted by the Haifa Revisionist leader Weinshal, writing in the “Doar Hayom” as having told leaders of the Jewish community.
Weinshal also claims that Dowbiggin said separate units of Arab and Jewish police are unnecessary and segregation of Jewish and Arab police is undesirable. He is further alleged to have said that Jewish constables should learn Arabic as should all Palestine Jews, being a minority. Inspector General Dowbiggin is also said to favor a better police training school and improved discipline.
