In return for a payment of ten percent of the bills due to Jewish money-lenders, the Arab notables of Hebron and the mukhtars of the neighboring villages are discovering and returning the bills to their owners. This is the result of an agreement entered into between the Jews and Arabs because many Arabs are denying that they owe money to the Jewish money-lenders, since many bills disappeared during the looting that accompanied the August riots.
