The passage in the statement made at the session of the Council of the League of Nations by Arthur Henderson, British foreign secretary, to the effect that the British government is devising means within the framework of the Mandate of satisfying legitimate aspirations “only signifies that it is studying some form of constitution for the Holy Land which ought to satisfy the moderate Arabs and Zionists though neither the Revisionists nor extreme Arab leaders may accept,” declared the “London Times” today.
It also pointed out that “the most important and not the least satisfactory part of Henderson’s statement was the unequivocal recognition that the primary duty of the Mandatory power is to preserve peace and order in Palestine. He made it abundantly clear that the Labor government is studying how best to carry out the principal recommendations of the Shaw Commission and that the government is ready to remove any reasonable apprehensions on the part of the Arabs.”
