Former Judge Edward Schoen has been appointed by Mayor Congleton as a member of the local Board of Education to succeed Louis C. Schwartz, one of the three persons whose terms have expired. Judge Schoen, who is both a lawyer and a banker, is a former Speaker of the New Jersey House of Assembly and for five years presided in the Essex County Juvenile and Domestic Relations Court. He is active in the local Conference of Jewish Charities.
