Approval of the resolution which was introduced in Congress by Representative Stalker and which asks that the Constitution be amended so as to make citizenship rather than population the basis of Congressional representation, was voted yesterday by the Board of Temperance and Social Service of the Methodist Episcopal Church, South. That such an amendment would be helpful to prohibition because it would “eliminate an element unfriendly to prohibition” was the opinion expressed by Bishop James Cannon, Jr., president of the board.
