The present “understanding” between the Labour Party and the Liberal Party will shortly become an actual coalition, the “Sunday Express” writes to-day, and at least one of the Liberal leaders probably Sir Herbert Samuel – will enter the Cabinet.

Mr. Snowden, it contends, will sooner or later resign for health reasons. In spite of repeated denials it is highly improbable that he will introduce another Budget. His post will go to Mr. W. Graham, at present President of the Board of Trade, and Sir Herbert Samuel will suceed Mr. Graham at the Board of Trade.

Mr. Lloyd Goerge, it is added, will not take office for the present, but the door will be kept open for him.
